This was actually a satirical article, no such bill was passed or even put forth.

Apparently the ‘Texas Masturbation Bill’, noted in the second item is from a humor site, similar to the Onion – a satire, not the real thing. Taking a look at the other news articles on the “Tribune Herald” site, they are similarly absurd, though not quite absurd enough, in my opinion.
