		<description>It&#039;s a little revolting how they&#039;re trying to pin failings of public health policy on a decline in circumcision. Nobody who&#039;s read anything about the putative protective effects of circumcision - a 30-40% reduction in transmission rates at best - would consider it adequately preventative, and trying to hype it above and beyond sane safer sex practices is just ridiculously irresponsible.

There&#039;s no need or justification for circumcision in a society that can afford condoms, much less one that can afford STI testing, and making a big deal out of it just encourages men who are circumcised to be more careless.</description>
